Leading Emergency Services have recently directly contributed to, or authored the following major reports:
- Victorian Auditor General's Report: Fire prevention and preparedness May 2003.
This was a comprehensive review of bushfire prevention and preparedness in Victoria.
Stuart Ellis was contracted to the Auditor General's office throughout the preparation of the report.

- Inquiry into the operational response to the January 2003 bushfires in the ACT.
Stuart Ellis assisted Ron McLeod draft the report and worked with him throughout the five month project.
While it was not a formal 'lessons learned' activity, the subsequent report reflected numerous lessons learned leading to legislative change, adjustments to organisational structure through to changes to operational procedures. - Chair of the Council of Australian Government (COAG) Inquiry on Bushfire Mitigation and Management in 2004.
This was the first independent report on bushfire mitigation and management in over 20 years.
In preparing that Inquiry report, the Panel reviewed all major fore events since 1939. Co-author.

- Report in 2004 on Options into Interagency Strategic Management of Rural Fires in WA.
This report won by tender was an options paper for presentation to the WA Government exploring the sensitive issue of how rural fires could be managed in WA.
It provided analysis on the status quo and determined that alternative approaches offered benefits for the State.

- Review of Strategic Bushfire Management Planning in the ACT 2004.
This report for the ACT Government and Department of Urban Services identified a new approach to bushfire strategic management, moving from a focus on fuel management and minor works to a more holistic approach to bushfire management involving the community, government and fire agencies.

- Conducted a performance audit for the Tasmanian Parks and Wildlife Service fire management in December 2004 - January 2005.
